Associate Director of Finance
Elaine Hillis

Elaine Hillis began her employment with the State of Kansas in 1961 with the Kansas State Employment Service working as a Statistical Clerk. In January of 1966, she began working at the Kansas State Department of Education in the accounting field. Her primary responsibility was the fiscal management of the various federal grants involving vocational education, including CETA (Comprehensive Employment Training Act), MDTA (Manpower Development Training Act), JTPA (Job Training Partnership Act) and various discretionary grants. On July 8, 2003 Elaine was honored by the Governor for 40 years of outstanding service to the state of Kansas.

Elaine came to KBOR when Career and technical Education was transferred from KSDE.
