2003-04 NCLB IMPROVING TEACHER QUALITY GRANT PARTNERSHIP PROGRAM The No Child Left Behind Act of 2001 (NCLB), which reauthorized the Elementary and Secondary Education Act of 1965 (ESEA), places a major emphasis upon teacher quality as a factor in improving student achievement. As part of the Teacher and principal Training and Recruitment Fund, the Kansas Board of Regents is responsible for conducting a competitive Improving Teacher Quality Grants process to fund partnerships comprised, at a minimum, of schools of education and schools of arts and sciences from institutions of higher education (IHEs), along with one or more high need Local Educational Agencies (LEAs). The partnerships must use the funds to conduct professional development activities in core academic subjects in order to ensure that highly qualified teachers, paraprofessionals, and (if appropriate) principals have subject matter knowledge in the academic subjects they teach, or in computer-related technology to enhance instruction. The 2003-2004 Competitive Grants will focus on K-8 Science and computer-related technology to enhance instruction. TIMETABLE FOR DISTRIBUTION OF 2003-2004 NCLB - IMPROVING TEACHER QUALITY FUND
