VII. The Admission of International Students

1. How will international students be admitted to the Regents universities?

Decisions on the admission of international students will continue to be made by the institutions in a manner consistent with the regulations of the Immigration and Naturalization Service (INS). The INS holds institutions responsible for issuing the paperwork which a student must have to enroll at an educational institution in the United States, for advising international students and for maintaining the educational records of such students.

Applicants who are not U.S. citizens or permanent residents will be considered for admission following admissions procedures for international students. Applicants who are U.S. citizens or permanent residents of the United States, if determined to be Kansas residents as defined in K.S.A. 1996 Supp. 76-729(a), will be subject to qualified admissions requirements in the same manner as all other Kansas resident applicants, and as set forth in K.S.A. 76-717. Applicants who are U.S. citizens or permanent residents but not Kansas residents, will be considered for admission under Sections (a)(6) or (a)(7) of K.S.A. 76-717.

Applicants who are both U.S. citizens or permanent residents of the United States AND residents of Kansas will be treated in the same manner as other residents of Kansas. Section (a)(6) and (a)(7) provide that those who are not residents and who have graduated from a Kansas high school (with the required grade point average or ACT or class rank) or those who have accumulated at least 24 credit hours of transferable course work, with a grade point average of not less than 2.0 on a 4.0 scale at an accredited community college, university or other college, may be admitted to Regents institutions.

Each Regents university may establish cutoff scores on the Test of English as a Foreign Language for the admission of international students.
